Wording documents for official tenders is not an easy task, especially not in the field of procurement of information and communications technology (ICT): the technical complexity of the material, the quick succession of product cycles, and above all the problem of describing the required system performance in a precise manner taking all of your technical requirements into consideration are often a major challenge to purchasers in public offices.

The aim of this website, a joint project by the German Ministry of the Interior’s Procurement Office, the German Association for Information Technology, Telecommunications and New Media (BITKOM), the German Army’s Federal Office for Information Management and Information Technology, and the German Ministry of the Environment, is to provide public purchasers at federal, state and community level with a reliable and intelligible tool for their information and communications technology procurement needs:

• non-proprietary, i.e. without using proprietary brand names or naming a specific manufacturer,
• taking all mandatory legal requirements for the product into consideration
• and taking aspects of sustainable procurement into consideration.

The current ICT product groups are "desktop-PCs" and "notebook". You will find detailed guides as well for the non-proprietary technical specification as for the environmentally friendly procurement in the "Download Area". All guides are available as PDF versions. In addition to the product group "desktop PCs" you will find a third guide which covers all legal requirements about bringing desktop PCs to market.

New product groups like servers are in the works.
