How can public purchasers design invitations to tender in such a way as to describe the IT products to be procured in a product-neutral, sustainable and legally compliant manner, whilst ensuring a cost-effective purchase?
The purchase of information and telecommunication technology (ITK) is a particularly difficult field for public purchasers due, in part, to the technical complexity of the subject matter and the rapid product lifecycles. However, the main reason for this difficulty is the precise description required with regard to a system’s performance, taking into account all technical requirements.
The aim of this website is to provide public purchasers within the Federal Government, the Länder and at local government level with reliable, discerning assistance in compiling invitations to tender for the procurement of ITK.
- product-neutral, i.e. without the use of protected brad names or the mention of specific manufacturers,
- in compliance with all mandatory legal requirements
- and taking sustainable procurement into account
This site provides you with current and detailed guidelines on how to write a product-neutral description of performance and on how to secure environmentally sound, sustainable procurement. These guidelines have been developed collaboratively by the Beschaffungsamt des Bundesministeriums des Innern (Purchasing authority of the Federal Ministry of the Interior), the Bundesverband Informationswirtschaft, Telekommunikation und neue Medien e.V. (Federal Association for Information Technology, Telecommunications and New Media) (Bitkom), the Bundesamt für Informationsmanagement und Informationstechnik der Bundeswehr (Federal Office for Information Management and Information Technology of the German Armed Forces), and the Umweltbundesamt (Federal Environment Agency). They are regularly updated.
